Nationwide County Capacity Assessment on Physical Planning – Ler Consult.

At Ler Consult, we were honored to serve as the sole consultant for a nationwide project titled Assessment of Capacity Building Needs of the Forty-Seven (47) County Governments on Physical Planning”. This critical assignment, commissioned by the Ministry of Land, Housing and Urban Development, Kenya, was conducted between April and June 2015.

The primary objective was to assess the readiness and capacity of Kenya’s county governments to perform devolved physical planning functions effectively and sustainably. Our role involved evaluating institutional frameworks, human resource capabilities, operational infrastructure, financial and technical gaps, and developing actionable recommendations for capacity building and policy formulation.

Through this engagement, Ler Consult contributed directly to the improvement of urban planning, spatial planning, and land use management at the devolved county level—laying the groundwork for improved service delivery and development control across Kenya.
